    摘 要:依據(jù)北方某城市”煤改電”工程實(shí)施現(xiàn)狀,從經(jīng)濟(jì)效益、社會效益和配電網(wǎng)運(yùn)行狀況等方面,提出了用于評估“煤改電”工程綜合效益的評價(jià)指標(biāo)體系;采用層次分析法和熵權(quán)法相結(jié)合的組合賦權(quán)法,對指標(biāo)體系進(jìn)行賦權(quán),彌補(bǔ)了單項(xiàng)賦權(quán)法的不足。根據(jù)工程實(shí)際數(shù)據(jù)及信息進(jìn)行單項(xiàng)指標(biāo)計(jì)算,采用組合賦權(quán)法確定的權(quán)重進(jìn)行綜合效益評估。通過實(shí)際算例對某地區(qū)的不同“煤改電”工程項(xiàng)目進(jìn)行了綜合效益評估和對比,并分析了其低分指標(biāo)的產(chǎn)生原因,提出了改進(jìn)措施,對“煤改電”工程項(xiàng)目的進(jìn)一步推廣有
借鑒與指導(dǎo)作用。

Research on Evaluation Index System of “Coal-to-Electricity” Project Comprehensive Benefits Based on Combination Weighting Method

    Abstract: According to the present situation of "coal-to-electricity" projects in a northern city, the evaluation index system was put forward to estimate the comprehensive benefits of the projects with the aspects of the economic benefit, the social benefit and the operation condition of a distribution network. The index system was empowered by the combination of weighting method of analytic hierarchy process and entropy weighting method, which overcame the shortcomings of single weighting method. After the calculation of the single index on the basis of the actual data and information, the comprehensive benefit evaluation can be carried out with the weight determined by the combination weighting method. An actual example was applied for the comprehensive benefit evaluation and comparison to different "coal-toelectricity" projects. The causes of the low score index were analyzed and the improvement measures were put forward, which can give the reference and the guidance for the further popularization application and implementation of the projects.
