省級(jí)電力現(xiàn)貨市場(chǎng)建設(shè)方案探討

摘 要：目前我國(guó)第一批省級(jí)現(xiàn)貨市場(chǎng)試點(diǎn)均已啟動(dòng)模擬試運(yùn)行，正在根據(jù)試運(yùn)行情況不斷完善市場(chǎng)規(guī)則和技術(shù)支持系統(tǒng)。研究了各試點(diǎn)單位現(xiàn)貨市場(chǎng)的建設(shè)方案和初步規(guī)則，并結(jié)合現(xiàn)貨市場(chǎng)建設(shè)的相關(guān)政策要求，討論分析了現(xiàn)貨市場(chǎng)建設(shè)中的市場(chǎng)模式選擇、市場(chǎng)主體參與方式、價(jià)格機(jī)制選擇、現(xiàn)貨市場(chǎng)體系設(shè)計(jì)及銜接等問題。指出在現(xiàn)貨市場(chǎng)建設(shè)中，必須充分考慮本地區(qū)的實(shí)際情況，方案編制時(shí)需要統(tǒng)籌考慮市場(chǎng)競(jìng)爭(zhēng)和政府調(diào)控政策、民生保障、均衡發(fā)展等特殊要求，積極穩(wěn)妥推進(jìn)現(xiàn)貨市場(chǎng)建設(shè)。

Discussion on the Construction Plan of Provincial Power Spot Market

Abstract: At present, the first batch of provincial spot market pilots in China have started simulated trial operation, and are constantly improving market rules and technical support systems based on the trial operation. The schemes and preliminary rules for the spot market construction of each pilot unit were studied, combined with the relevant policy requirements for the spot market construction, and the market model selection, market participants' participation methods, price mechanism selection, spot market system design and Issues such as convergence. It is pointed out that in the construction of the spot market, the actual situation in the region must be fully taken into consideration, and special requirements such as market competition and government regulation and control policies, people's livelihood protection, and balanced development must be considered in the preparation of the plan to actively and steadily promote the construction of the spot market.
